Do time penalties disappear after 60 days?

I can see that time penalties are no longer listed on a profile after 60 days, but do the penalties actually go away?
There is a user that let several games expire. The user's Karma went down to 0. They haven't logged in for 5 months, but the Karma is still 0.
I'd prefer not to post the username.

You might want to check the FAQ on Karma. But basically the penalties are just no longer listed, but the effect on Karma stays -- they need to actively work to raise their Karma by playing games within the time limits.

Is this a response to the OP? Because they didn't say that.
Or is this a separate question? If so, in Arena the game automatically begins when the table fills. You do not have to actively accept it. So if you join a queue, then forget about it and don't leave the queue, and then don't hear the notification that the game is beginning, and then get expelled, you will get a penalty.
