Lets say I have 11 and 12 ships... the 11 allows you to select the blue reward to the right or left. the 12 reward gives you 3 rocket points and activates the blue reward to the left.
If i roll an 11, then activate the 12 on the right, will i then be activating the 11 to the left again?
Basically can you activate a blue reward twice on 1 turn?

On page 19 of the rules:
For example, in the case below, if you rolled a 7 you
would gain 1 and then also gain your 8 sector rewards.
Your 8 sector reward lets you gain your 7 or 9 sector reward,
however, since you’ve already gained your 7 sector reward
for this roll you can’t gain it again
, so you would want to
gain your 9 sector rewards.
To summarize: no. [To the pedants, it is clear that the OP is not talking about rolling a double and activating that sector twice.]

If you have something like Collins/Glenn with a stored charge etc you can activate a sector twice by adding another charge and hitting it again in the same turn.

It sets up some juicy moves like claim 6 cards in one turn, e.g.
