Board Game Arena

I thought the rules specifically forbid moving the robber back to the desert either with a 7 or a Knight card, but the game seems to allow it. Is this intentional?

Page 5 of the rulebook, regarding a 7 roll:

You must move the robber immediately to the number token of any other terrain hex or to the desert hex.

It's allowed.
