I played the Western side and got on rolls 8, and German 4. German attacked. Shouldn't they lose some power?

No, since they were attacking, they got an AS result, which means the Attacker Stops, so they lose all remaining movement points and can't do any additional attacks.

Check the CRT, with a 4:10 result, the attacker would have gotten into the dreaded AA (Attacker Attrition: the Attacker immediately IS reduced. If already reduced, it is immediately eliminated).
