they decline a lot ...

Some players decline games quite often.

I should stipulate my karma is 100% most of the time, so I guess it doesn't come from me xD

It's to the point I sometime give up trying to play.
I mean, when you wait for the matchmaking, then click OK when the engine finds one, and one player in the group decline, then you start over and the same player does it again, it gets old quick frankly. And you need to refresh your page every time before searching again or you'll be included in a game where you're a spectator.

It doesn't seem like this kind of behavior impacts one's karma. I think it should. Especially when it's hard to be sure it's not about some ranking issue?

Yep, repeated declines is annoying behavior, which forces the table creator to copy-paste player name, search and red thumb them.

It'd be great if a person who declined would be auto-expelled from the table. Alternatively, player should be allowed to decline not more than once per game table. Either they realized they're busy ATM or settings / opponents aren't what they want - whatever is the reason for the first decline, it can be 100% legit. Repeated decline is trolling in 99% cases, and making resolving the situation responsibility of the table creator isn't fair.

Reducing Karma seems way too harsh, but it is an option, too.

Maybe they don't want to play with the option that are set (it happened to me often when I player 7 wonders duel with its expansion). Most players don't know they can filter that in the settings, and just decline repeatedly when they see option they don't want. If I suppose it's that, I send a message to explain the cog menu to them :)

If that's the case, it is quite prehistoric way of communicating. "I didn't see the settings, I cannot use chat, so I'll decline". Glad punching table creator's face isn't an option on BGA :)

Repeated decline often happens when after the first decline - loading times + navigating + hitting quit table took too long before the next full screen window prompting you to accept blocks your process of leaving the table.

Probably better to have them quit your table multiple times then join, start the game, and go "I don't want to play with these expansions can we abandon the table?".
