High-ranked person waits for me to bump them

There is a high-ranking player who refuses to take a turn if I have the first turn. She's done this to me several times. I think that she doesn't want to play with low-level players and wants me to boot her after the timeout. Has this happened to anyone else? There's no way to report this repeat behavior.

1) If it bothers you, why not red thumb them so you won't be matched with them? Problem solved.
2) The characterization of their motivation makes no sense, because they are still losing ELO points if you expel them.
3) Some people are completely unaware that you can set filters to prevent being matched with certain level players. That can lead to them joining games that they for whatever reason don't want to play.
4) The loss of ELO and the karma hit they take is punishment enough.
