Herd certainly has tactics and strategy. In a 100 game match the stronger player will win. But in the short term it's pretty much just a lucky dice rolling game. That being said, I personally find Herd very entertaining and satisfying. It's my favorite BGA game at the moment.
I recently designed another dice abstract called Diablo that I just started programming. It has a higher strategy to luck ratio than both Herd and Backgammon (I believe).

All of these games have strategy. The question is how impactful your strategy will be relative to the luck of your dice.
