Salter and sheepwalker written 'at any time' but when I use sheepwalker with no capacity can't exchange other resources. Does salter work same?

I believe both salter and sheep walker only apply to animals that are on your farmyard. Therefore, you cannot exchange animals as you acquire them, you must be able to place them on your farmyard first.
