The rules point out that if you add all modules (HQ & Recon) you end up with diluted meds in the junkyard. So they actively suggest to modify the junkyard.
What about a game option with "less tools in the junkyard"? Where a predefined set of tools are removed (rules suggest shovels and spears if I remember correctly).
