How to allocate general

I've gone through my production phase and now I have, up top,

Choose how to allocate materials (1 [general token] remaining​)

What do I do? I've clicked on the Empire card, the buildings I've built, the resources on the right rail, nothing works.

Assuming this is your current turn-based game, you don't have any cards that require a General in the cost, so you don't need to allocate it to anything. It will automatically be counted in your score with the extra x1 bonus your Empire card gives. There are some high point scoring cards that require Generals, Financiers or even Krystallium to construct, you would use that menu when you have one of those cards and need to allocate resources to it.

Got the same issue, it asks me to allocate a Financier token to something, but I don't have cards that require it and I can't add it to my empire. Can't see a button to click on, so I'm stuck.
