Rules or bug? sets of egg in each habitat

A few games (including #301005256) the round goal 'sets of egg in each habitat' has eluded me.
At home we play it, as each column of egg is what counts, but either we got that wrong or there is a bug in this round goal.

The appendix says : "One set of eggs consists of 1 egg in the wetland row, 1 egg in the grassland row, and 1 egg in the forest row. Count the number of sets." without any mention of the column. So you can lay all your eggs on the same bird in each row, it will count the same as if you lay them on different birds.
