Why am I losing victory points?

I'm relatively new to this game, but thought I understood the rules. After the last game I just played, I'm not sure. I noticed I was LOSING victory points (rockets) and I'm very confused how this could possibly happen. Am I missing some important info about the rules? Or is this a bug?

There is a card (maybe more, nog sure) which actually decreases the points of the opponents. So your opponent must have had that one and rolled that sector.

Yeah, thanks! I actually just found this same answer to my question as well by checking the rulebook.
