Given you're asking this on BGA, the obvious recommendation is to try out the BGA framework. The documentation is very thorough. Start here: https://studio.boardgamearena.com/ and you can decide how far to go down the rabbit hole :) There are good tutorials for starting with simpler games (reversi / hearts) along with examples.

Programming experience is definitely recommended or it will probably be overwhelming.
