I had one game where a blood bag appeared on a specialist and blocked their use. Then this last one, one appeared on my allergy center and blocked its use.
How does this happen, and is there anything I can do about it?

Sometimes It happens to me too.
I think that's a bug.
Refreshing the page will unblock the improvement.

This has happened to me several times too. By refreshing the page, the blood bag will disappear and the improvement can be used normally.
