Declining to start game?

Declining to start game?

I've been trying to play my first game online of Race for the Galaxy, but every time a match goes to start someone declines to start the game? It must be like a dozen times in a row.

Is there anything I can do other than thumbs down those that decline?

Is it to do with you being a beginner? Set up a game limited to beginners and apprentices and see if that helps avoid the declines.
