Is building F "sell two of the same cow for 4" a good action in general

I pass it pretty often in mid game, but is getting 4 coins and discarding two grey cattle (while skipping the hazard) a strong action?

It depends.

If you have a bunch of jerseys in your hand (1 cows), this can be a good way to cycle your deck and get some money too.

Also, sometimes when you’re moving only 3 or 4 buildings on your turn, you have to pick the best of the worst, especially if there are a lot of people building buildings in the game. In a four player game, players stop here more often for that reason. There are more buildings, which hampers movement, and can force people to choose among the best of the worst for their actions.

It’s definitely a lot better if you want the hazard. If you have the hazard station master, stopping here often can be great, especially if you set it up with the personal hazard building. Or if you have objectives with hazards. Or both.

by itself "$4 + cycle 2 cards" isn't a great action, but you'll often need it to make your next hiring/cow market action or delivery better.
