There was an announcement a while back when it changed to premium. IIRC it is one of the most popular games on BGA by volume of traffic so the decision was to make it premium. I guess if it's attracting a lot of traffic and the costs associated with that it's kind of business sense to try and cover that by encouraging people to contribute.
