how is progression % calculated?

just wondering how the progression % is calculated, as it does not seem very accurate.
The number of cards left in the decks is one of the larger factors in the game progression calculations. I agree that there could be improvements made to the existing formulas.
Please file an Innovation bug via BGA if you would like to make sure this is not forgotten about. If you can provide situations where you feel that the calculations are especially inaccurate that would be helpful.
