I will happily make a formal bug if it is one, but Chronicle of Zuo gave me a 4 when I was tied for least lightbulbs but not strictly least. Is this by design?

I had the same thought when I was implementing this card, however, I checked with Chris (the game publisher) and his response to me was "Strictly less isn't required. Two people can have the least X".

That actually makes some sense in the context of the rest of the game. For example, several cards can be your highest in your score pile. Thanks for the verification.
