[5142] Counter-attack of the BEF

Noticed when playing this scenario that the rules state if the Allied player draws an Air Card, he must discard it and choose another card.
How can this rule be implemented on BGA or should the scenario have NO air power cards in the deck?

The Axis player and the Allied player draw in the same deck. Cards are removed from the deck when none of the 2 players may play them. In this scenario, the Axis may play Air Power, so this card is not removed from the deck.

Normally, the implementation should respect the rules of the scenario. So, for example, if the Allied player draws two cards by the effect of a Recon, and one of them is Air Power, he discards it and draws another card before choosing.
This is my point of view, so I think if the implementation acts differently, it’s a bug.
