When purchasing a locomotive, what does the 'skip buy' option mean? How is that different from 'cancel?'

"Skip buy" means that you do not buy a locomotive/factory, but still complete the action. However, this is only possible if you perform this action with the engineer in your own display. Otherwise, all actions must always be fully executed.
