Huge Difference in End Game Timings.

I've noticed a huge difference in the time it takes for some players to be booted for non-activity. For example, last night the table waited until someone got to minus ten minutes before the twenty second warning appeared. Today, someone was eight seconds out of time and the warning appeared.
Why is there such a huge difference?

No one is automatically expelled, another player has to actively choose to expel them.

Each player has a set time on the clock. The game will timeout only if all time is used up. So, if one guy has 24h on his clock, the other guy can go up to -24h and than the game maker closes the table, kicks the play who timeout out and attributes victory to the one who has a positive clock. The same goes for multiplayer games, turn-based and real-time .. as far as I observed.
