Board Game Arena

I'm in the middle of a game. I am trying to build a distillery. I have level 2 shipping. I don't understand why I cannot build in the space that I want.i'm attaching a screen capture

I am the blue player. There is a mountainous tile with cost=1 across the water from my sheep. Why I am not allowed to build there?

Only miners can go in a mountain, and only woodcutters can go in a forest (page 5). For everything else, you need at least some part of grassland in the tile, and the tile you want doesn't have any.
