Placing baddies / rule

What is the rule about placing the baddies? I see game allowing to place them in specific row, but I don't see it described in the rulebook. Rule book says you can place it anywhere, just not on an item, freed crab or another baddie.

When you pick a baddie card, you need to place it on the row where its background matches the grid cards
