Colonizing barren planets

Seems like after upgrading Terraforming, it's hit or miss to be able to colonize barren planets. Sometimes it allows it, sometimes not. What am I missing?

Buying a new tech does not upgrade your ships.
You must upgrade them or create new ones.

It's in the base rules.
Upgrading Terraforming does not upgrade preexisting colony ships. Only Colony Ships built after you buy the tech can colonize barren worlds.

Or you can move the Colony ship back to SY and upgrade it for 1 CP. You have 8 planets in your home area.
Terraforming is rarely beneficial. Each colony ship pays itself in 4 economy phases: pay 8 and get 0 + 1 + 3 +5 = 9 after 4 Econ phases. With MSP it is: pay 11 and get 1 + 2 + 4 + 6 = 13. And then you have to get the Terraforming costs back. It is usually easier to get ahead by blowing up the enemy's economy.
