I am confused
Either you mean the “floor line” where you put excess tiles that get penalty points. Those you can never pick up once placed.

Or you want to take tiles from a factory tiles AND those of the same color in the middle?
Which is not allowed either.

Or you mean something else entirely.

You can't.
On your turn you either pick up all of a colour from the middle (floor?), or all of a colour from one of the factories.
If you were able to just grab as much of a colour as you liked it would ruin the whole tactical side of the game
