How come I can't use the 12(?) Strength action for furnishing cavern for 2 wood and 2 stone? Is there more requirement than having a space?

Are you referring to the strength 11 expedition loot item to furnish a dwelling for 2 wood and 2 stone? You can only use it to build a dwelling, not any other type of building. You will need an empty cavern space to use it.
