Asking to move to turn based?

I have asked to move to turn based games if a game takes too long. However people refuse and then my only option is to quit and take the penalty. When games go well beyond the time allocated and this could be for any reason but usually slow play from others, what other recourse can you have?

There isn't, only start RT games if you have the time. The obvious solution is to start the game turn-based

They are entitled to refuse. If this is happening to you more than very occasionally you should probably play turn based.

It's not a "time allotted" but an estimate on how long a game will take. Some will finish quicker, some longer. Don't join a real time game if your time available is finite and limited to the estimated duration.
Are the players running out of time? If not then they are surely playing within the parameters of the game. Probably not the answer you were looking for, sorry.

I think the estimated time is just an automatically calculated average for tables of that game with those time settings. But of course average means some tables are faster & others are slower. If I play real time, I always allow 1.5 - 2x the time estimate given by BGA. Perhaps if you try keeping that in mind, it might help.
Only joining games set to fast real time might also help. And if a player goes over their turn time you can kick them out and then leave the game without any penalty. You can, of course, do that at any game speed, but a fast game means you'll have less time to wait before you can kick them. If people are within the time limit in a fast game but still too slow for your liking, there's nothing you can do, sorry, except maybe try to find some BGA friends who also want super fast games. There might be a BGA group for that though.
(I think the estimated time must be an automatic calculated average because why else would BGA tell me that a 12 player game of welcome to will likely take 6 days if I put it on the 1 move per day setting, but only 4 days if I put it on the slower setting of 1 move per 2 days? I highly doubt that any human came up with that.)
