Request - Automatic decline when you don't have a resource

I'd love to have a feature where I don't have to decline trades for resources I don't have. What I'd like is the following:
1. Pop up the normal trade notification so I can see the trade another player is proposing.
2. Rather than having a Decline button have that replace with a greyed out Auto-Declined button.
3. When the auto decline happens don't do it immediately, have a 3 to 10 second timer that waits before the decline is reported.
