Permanent Fence Question

New to the game and in my last one, I finished what I thought was the final city plan by adding a missing number and completing a fenced in area of 5 homes including the permanent fence on the side.
However, the game did not register this as completing the objective. Am I missing something?
Shouldn't homes 10-14 in the bottom row count as a row of 5 completing the last plan?

Well yeah but you dont have any **unused** size 2 estate

Once a black line is drawn across the top, those cannot be used in another plan.
