I have found two versions of rulebooks where there is a difference in phase 11: Update and Add New Mountain Strips.
Sometimes there is one additional sentence after "remove the leftmost building resource":

If all spaces but the last "2 silver" space are empty, remove the two silver and the entire mountain strip.

The way it is implemented on BGA those 2 silver are not removed in such situation.

Should we consider it as bug and report it?

Are you confusing the 2 silver spots being single spots...?

According to that additional sentence from rules there should not be a mountain strip with only 2 silver on beginning of turn 2. That 2 silver should be remove and mountain strip as well.
