I drop off minerals on an uninhabited world that is scheduled to build a colony in the next Economic Phase?

uninhabited is impossible.
But if a colony ship had colonized it, no problems.

I believe the interface allows you to drop a Mineral on a planet if a colony ship is in the process of establishing a colony. This seems to contradict the RAW.

I just tried it out in a solo game.
Initiated colonization on T3. Dropped mineral on the planet on T3. During the ensuing Econ phase, I did get credit for the mineral. So all is well.

If you start colonization, the planet is colonized and you can drop off minerals. You can't lift off later on.

Once a Colony ship lands it is considered colonized for all purposes.
