How to report a "new" player?

I'm very lenient on bad rep because I know things happen. If they go over their time I'll vote to expel and be done with them. I created a table of Obsession and I saw the player had 0 rep and was like - um, ok..... Yes, sure enough this player just created an account 3 weeks ago and has a history of joining a game and quitting. Red thumb him, you say, to report him. I can't. Seems he's figured out that if he quits a game it still counts him as "1st time player". Per his history he's joined 14 games of Obsession (among many other games)
I know I can red thumb him to avoid him (personally, without reporting), but I feel as if he's figured out how to skirt around the rules to avoid detection by mods. Can someone look into this?
Secondly, can the rule be changed that if a person has played a game (and quit or timed out) previously, it no longer counts them as a 1st time player?
