Baby dwarf not growing up

Hi
I built a dwelling so I had room for a 3rd dwarf. I then did family growth but then failed to feed all dwarves that harvest.
My baby is now not growing up and is in a white coloured tab on ther worker part of the side bar as is not appearing on my board
I checked the rule book and can't see a logical reason why this is, is it a bug or am I missing a rule nuance?
