Query-- how to avoid players who "time out" when losing, & have multiple accounts?

Okay, so here's the situation-- I am a massive St. Petersburg player, it's among my top 3 most played games. So there is a character who over the past 2+ years while I have been on here is reasonably skilled, but when he is losing a game he simply abandons it. He has different profiles/ names--which he himself volunteered to me today, when I recognized and expelled him, giving him a down thumb under his other name only last week. How do I recognize him-- * (which is fine, no judgment) coz he uses the same picture with multiple accounts he runs. I won't out him (doesn't matter if I did coz he uses multiple accounts) but he goes by * in the account today. As stated he started arguing with me about the expulsion, giving "my dog ate the homework" style defenses. He timed out on me with a different name just last week (when I recognized he had at least 1 & maybe 2 times prior due to the picture) and today his defense was "I timed out because someone was trying to hack my computer!" while we were playing . . . then I said what about the previous time under different name and he said something about his wife being distressed or having an emergency. Then he said "I have only ever timed out 2x playing St. Pete," & I replied that since I know he's timed out 2 (or 3) x with me it's a pretty big coincidence that EVERY time was with me!
In any case, I don't want this dude to waste my time in future games, since I tipped him off that I recognize him by the pic * he uses. . . . So my question is Can I report this to BGA? When I started here, there was less "ghosting" of games (hanging out waiting & then not hitting yes), & I find losing players "timing out" and wasting everyone else's time to be bad sportsmanship. (I generally only play St. Pete with 4 with strangers, 3 or 4 with friends) . . . Anyone have ideas so this guy doesn't keep spoiling my games and wasting my time? Thanks in advance . . .

Short answer: give them a red thumb and move on.
If a player times out, just expell them. You still get awarded a win for the hassle, and won't have to do deal with them again after you give them a red thumb. Do not try to engage with them. Lastly, before starting a game, you may also check their profile whether they have had recent time out penalties.
As far as I know, owning multiple account is not forbidden on BGA, as long as they are not used to boost one, and/or kingmaking etc. Hopefully your "ghoster" may not have that many accounts...

PS: you may also report the player directly rather on the forum, but you need to provide good evidence (how many "ghosting" you experienced, # of table etc.) to help their investigation

Thank you for a mostly useful reply, #1, Yorgad. . . now if I dig far enough back into my profile, I can report at least 3 episodes of this player Timing me out in games he was losing (Ghosters just ruin a game at the start by making you wait and then not clicking yes, or clicking no) . . . however it would take me days of research to find the 3rd (& maybe even more) previous incidents from 1.5 years ago . . . I can and already did give * 2 thumbs down just in the last week, one when he timed out under his first Sock Puppet name last week under the name * (which account I cannot now access), the 2nd when I expelled him yesterday, 2/22/23 & he admitted multiple accounts and lied about being "hacked" while playing, previous quit to "save" his distressed wife, etc. However, since he had a new Profile name & fake ID when I expelled him yesterday I could give him a thumbs down only as a "personal opinion" only since he hadn't played with me recently (under that name), not a wider report of fraud; though dude admitted to me in chat, at length, regarding his 2nd (of how many?) accounts and multiple profiles on BGA!! I have given him a thumbs down on both accounts but he will be back in a new guise, I suspect. Under the * account I can't report him because his Time-Out is already registered and he got the 10 points karma temporary loss. (I have gotten this a couple times when my computer lost internet access over the last 2 years I've been a member.) BGA does NOT have protection against Sock Puppet/ multi-account openers like *!!
If you play St. Pete and see this pic, under the name * or some other variant, beware-- scammer who times out and makes everyone get 1 point laurel only when he is losing--

Oh, & btw * has 0 friends, which is what someone of this ilk deserves!!

Here you shouldn't call players by name you are complaining about. If you have proof they use multiple accounts for Elo boosting, you can report them by giving them a public red thumb, which will start an investigation.
