Stealing costumes

The rules state that 3 claws are required to steal costumes. Then why am I and my opponents able to steal costumes without rolling any claws and just by paying the cost. Is this a bug?

I hope more people upvote the bug and post their table id so it's be fixed soon, it really breaks the game

I know they say its fixed but it's still happening. I'm actually seeing it more now. for the most part people seem to keep the the etiquette that even if you have the option you don't exploit the bug (though accidents and mistakes happen)
