I think BGA should eliminate the 2 player version of Puerto Rico. The game was designed for a minimum of 3 players. The hit % numbers are skewed because many players just looking to increase their ELO will play only the 2 player version. They have a 50% chance of winning the game versus 33% in a 3 player game, 25 % for 4 player and 20 % for a 5 player game.

When you play games more than 2 players, one gets more ELO points upon winning
