If you cannot take your turn due to a connectivity issue or a UI issue, or if you just want to say GG at the end of the game, you should be able to.
Understanding however that chat abuse from low karma players is a good reason to impact chat access, a better solution is to simply restrict poor karma players to using the pre-formatted messages only.
Not all of us are low karma because of bad attitudes, and climbing out of karma hell is a pain at +2 per game.
