Welcome To Spring - How to NOT collect eggs?

I just started a game of Welcome To Spring (Easter Egg Hunt). There is a city plan card to build estates with 2, 3 and 4 houses without eggs. The only way to build three or four house estates would be if you can choose NOT to collect eggs on a given lot. But when I built a house on a lot with eggs, it did not ask if I wanted to collect them. Any explanation?

Check the rulebook : you collect eggs only if you put numbers with circle : 0, 6, 8, 9. So dont put any of these

For complete clarity: 0,8,10 for two eggs and 6,9,16 for one egg.
