Is this a bug or a rule I am missing

There is only one spot left to place in guildhall. I am maxed out on cathedral track. I have all the resources, apprentices and buildings I need to place last spot. The game will not let me place, it is not an option. Is this a bug in the game or is there a rule i'm missing?

Just had the fountain not work for final scoring. Bummer. Have let them know so hopefully can fix.

Were you trying to build the crane, that allows you to build an additional building afterwards? I had this happen to me where I wanted to build the crane in the last spot and every time I tried to do it, I would get a big red error message and have to undo my turn. I thought it was some kind of bug, but finally realized the cause. I only had 1 worker left, and the crane required me to place another worker to do my next build, making it an invalid play
