Bug in selecting parks to visit?

I am at the end of trail and trying to visit a park.
I am unable to select Redwood and Pinacles National Park cards even though I have the necessary resources. However, I can select Wind Cave National Park, even though I DO NOT have the resources.
I have 2 Trees, 1 mountain, 1 sun, 0 water, and 1 wildlife.
Has anyone encountered a problem like this before? Thanks
