Board Game Arena

I've seen a lot of players purposely delay during the placement phase, spending their timer all the way down to 0:01 before placing their final road. Why do so many people do this? Is it some kind of strategy to make your fellow players frustrated with your time-wasting so they will quit? I don't get it.
