Should you be able to win on your opponent's turn?

I played a game where in the penultimate move I realised I couldn't stop my opponent winning so handed them the win.

But then they had to play their turn to actually win.

Is this correct according to the rules?

Yes it is correct. This question was asked on BoardGameGeek, and the designer of the game actually responded.
