Is there a reason people often quit after the 1st mission?

This seems stupidly frustrating, and a waste of 3 people’s time.

If it's not legitimate reasons (something came up and they have to go, they realized they don't like the game, etc.), it's probably because they're just trying to increase the number that's shown as ELO, which simply gets +1 after every "session".

Well it stinks. I don’t want +1. I actually would like to see some of the higher levels.

Does that game stop at level 10 unless everyone is Premium?

In general, every premium game/expansion/feature requires just one premium player at the table, so I guess it will stop at mission 10 if there is no premium player, but it will continue if there's at least one.

No you can do the whole campaign. Premium just allow you to start from a mission after 10

You can't. At least 1 premium player is required to continue after mission 10 or the game will stop with a message.

I've never understood the +1 per game, versus how high you get, number of retries needed, etc. Particularly since it encourages people to do this, quit the game without trying to get to the end.
