Troubles activating Lifeforms, inc

Just to be sure to not report a bug when it may be me who are demented (and there is a bug reported as fixed 6 years ago).
Tried to activate the power for a 4 value world, got the message that it was set up with -3 cost (clicked the gene card in the right order etc), but when I clicked a card to pay the remaining, I got an error telling me I didn't have enough cards for this.
So, is the power of the card only working on 1-3 value card and not as a part of a world cost?
Or was there some other hoop I missed to jump through in the activation?
