Do we need tie-breaker rules?

At the moment, every player who guesses the code correctly gets 1 point. However, this leads to a lot of tied games. And the way BGA calculates ELO, higher rated players always are at a huge disadvantage when playing against lower rated players. Lower rated players too have a motivation to tie the game rather than gamble and go for the win (I myself have tried doing this a few times already), because eventually their ELO will increase.
My question is do we need tie-breaker rules in the game? Can't think of a lot of rules at the moment, but one rule can be the number of clues taken to correctly guess the code. I realize this won't work in Single Match mode, but at least Competitive Game mode can be made fairer.
