powerhouse 1 problem

For the developers: Can't build a powerhouse using the Powerhouse 1 tile. Have eight engineers, but suspect that it's my lack of concrete mixers that stopping it.

Also, a lack of concrete mixers causing you to not be able to build sounds like everything is working as intended.

Thanks Tisaac. Didn't see that and will do so in the future. And T72on1, you're right. I misinterpreted the tile. Sorry y'all.
