I was wondering if the rule for barracks is 'has an empty edge' or 'on the outer edge of the city' and it appears that it's the latter, which would make sense for the idea of the barracks defending the city.

I just had a game with a barracks with one edge on a 'lake' (a completely surrounded hole in the city) and it didn't count.

It's stated in the rulebook :

Barracks
Soldiers keep watch over your city’s borders.
Barracks must be placed on the edge of your city

so it makes sense that they don't count if they are surrounding a lake. Your soldiers aren't doing a really good job at protecting the city if they're not on the borders of it.

Does this also apply to the temples (purple), if surrounded by the city but next to a lake do they give points?

No, temples must be surrounded by buildings
