What does winter pass action enabled mean?

It lets you pass in winter when you haven't used all your remaining workers. I have no idea why you'd want to though...
It's best to have it switched off imo. Once an opponent in one of my turn based games accidentally passed on winter because they mistakenly thought it was still summer. They commented in the chat and I explained to them how to turn off this setting so they could avoid making that mistake again in future. It's probably not likely to come up in a real time game but if you have a lot of turn based games going getting mixed up can happen.
