Technically you could finish in 3 rounds by double dev each round for 6 cards down, and then leeching off 5x military settles (plus start world) but I was super suprised with this 4 round effort.
I double developed for all four rounds, got trade league out in round 3, with a windfall military leach to leech consume and draw more cards. Then finished it off with a double settle leech in the final round.
Insane.
